The Industrial Emissions Directive: Large Combustion Plant BREF Update

Overview
The Industrial Emissions Directive (IED) came into force for existing plants on 1 January 2016. All combustion plants with an aggregated thermal input ≥ 50MWth must comply with general permitting requirements and apply Best Available Techniques (BAT). Large Combustion Plants, including large gas turbines, must comply with specific additional provisions, noting that Emission Limit Values (ELVs) are defined, as a minimum standard, for NOx and CO, for both CCGT and OCGT operation. These IED limits can be said to set a "back stop" environmental performance and apply above 70% relative load only for gas turbines.
However, the IED also goes beyond this and requires permit conditions to be based upon more stringent Associated Emission Levels (BAT-AELs) defined in the Large Combustion Plant BAT Reference Note (LCP BREF), the conclusions of which were published in August 2017. BAT-AELs are specified as Daily and Annual averages for most pollutants and new requirements apply to additional species such as mercury in solid fuels. This webinar will provide an update on BREF implementation in the UK in relation to emissions to air.
Speakers
David Graham is a Technical Consultant with Uniper, working at their Technology Centre near Nottingham, England. He provides support to the UK power industry in relation to continuous emissions monitoring, emissions reporting and compliance issues for all plant types. This includes the development of guidance for reporting under the EU’s Emissions Trading System. Before joining Uniper, he was a gas turbine combustion engineer with Alstom for six years and, prior to that, he worked on various aspects of combustion and environmental science with British Gas. He is a past chair of the UK Source Testing Association and the VGB Technical Group: Emissions Monitoring. David is a Fellow of the Institution of Chemical Engineers and an Associate Member of the Institute of Environmental Management & Assessment.
Roger Brandwood is the Technical Lead for Low Emission Plant, based at Uniper's Technology Centre. He has a wide range of experience ranging from feasibility assessment and implementation of large flue gas cleaning projects for combustion plants, such as DeNOx retrofits and biomass conversions, as well as owners engineer activities on new build power plants, and consultancy for operational assets. He was also one of the UK representatives on the Seville Technical Working Group for the most recent revision of the LCP BREF. Roger is a Member of the Institution of Chemical Engineers, and engaged with the Leadership Forum of the IChemE Energy Centre.
